WHAT IS A
SHADOW SENATOR?
Because it is not a state, D.C. does not have full congressional representation. Instead, D.C. elects two “Shadow” Senators and one “Shadow” Representative. D.C.’s Shadow Senators are different from traditional Senators that represent a state – they do not hold a seat within the chamber, but rather work towards recognition of statehood for the District.
D.C.’s shadow senators work with community leaders to move D.C. towards statehood, to prevent congressional interference in D.C. affairs, and to advocate before the U.S. Senate for laws that protect D.C.’s interests. An effective Shadow Senator can make a big impact in protecting D.C.’s autonomy from Congress and serves as D.C.’s main advocate for statehood. In 1990, Washington D.C, elected their first Shadow Senators, Florence Pendleton and Jesse Jackson. The general election is November 5, 2024.
